Somaliland: President Announces Key Presidential Decrees

Subject: General Amnesty, Appointment of Presidential Advisor for National Security, and Appointment of Director General of the Ministry of Finance and Economic Development

The President of the Republic of Somaliland, His Excellency Abdirahman Mohamed Abdillahi (Cirro), has issued three important presidential decrees addressing critical matters concerning national governance and development.

  1. General Amnesty for Prisoners Convicted of Minor Offenses

In a decree numbered JSL/XM/WM/222-012/122024, the President has granted a General Amnesty to 643 (six hundred forty-three) prisoners convicted of minor offenses currently detained across the nation’s correctional facilities.

Key Provisions:

  • The amnesty is in accordance with Article 90, Clause 5 of the Constitution of Somaliland.
  • It was issued following recommendations from the Commander of the Custodial Corps and the Attorney General, and after consultations with relevant authorities.
  • The amnesty does not affect civil rights or legal consequences arising from the prisoners’ offenses.
  • Implementation is assigned to the Attorney General’s Office, which will act upon an approved list of eligible prisoners.
  1. Appointment of Presidential Advisor for National Security

By virtue of Presidential Decree No. JSL/XM/WM/222010/122024, the President has appointed Ismaaciil Aadan Cismaan Al-Hashimi (Ismaaciil Yare) as the Presidential Advisor for National Security.

Key Considerations:

  • The decision is based on Articles 20 and 49 of the National Armed Forces Law (Law No. 105/2023) and Article 90 of the Constitution.
  • The appointment reflects the strategic importance of this role for the Republic of Somaliland.
  • Ismaaciil Yare was selected for his expertise, competence, and extensive experience, ensuring his capability to fulfill the duties of the position.
  1. Appointment of Director General of the Ministry of Finance and Economic Development

In another decree, numbered JSL/XM/WM/222011/122024, the President has appointed Maxamed Xasan Saleebaan Maxamuud as the Director General of the Ministry of Finance and Economic Development.
